A config like this:
[network]
mode=arp
dhcpdetector=enabled

[trapping]
testing=disabled
registration=enabled
detection=disabled

[registration]
skip_mode=window
skip_window=2w
skip_reminder=1d
auth=local

will not work in packetfence. A work-around was found: create a violation for the node and remove it then it would be trapped correctly.

A patch was submitted by a community member for 1.7 and adapted to 1.8. I attached it here.

I would need to test it and make sure it doesn't cause any regression.

arp mode no longer exists. See 3.0's inline enforcement for an equivalent.
