When network.vlan=enabled, starting PacketFence should also automatically start pfsetvlan

Currently we have a mismatch between the documentation which states

[network.vlan]
If enabled, the pfsetvlan service will be run locally.

and the reality, which in fact uses the parameter only to determine if the flip.pl script has to be called after violation/node modifications.

documentation is fixed in svn revision 70 (at least documentation and reality match now)

Doesnt this now need to be added to the [services] subsection? so if present and set for enabled, pf starts it automagically ?
