0001182: Route injection should be kept separated than dhcpd=enabled under conf/networks.conf

Description

Scenario:
- you don't want dhcp to be managed by PacketFence for some regist/isolation networks
- but you do want static routes to be added

This won't work with current pf.

fix:
- add a add_route=yes/no parameter to networks.conf's entries
- take the opportunity to change the names around a little to make them more meaningful. Especially pf_gateway.

(0002096) obilodeau (reporter) 2011-06-29 17:53	fixed in branch org.packetfence.feature.inline which should be merged to trunk once completed. the fix: - pf_gateway was renamed next_hop and includes a checkup warning and config migration path - a route is injected if the next_hop parameter is defined so if you don't want a route don't set anything
