0001123: trapping.testing should be deprecated

Description

trapping.testing should be deprecated in favor of arp.testing

trapping.testing defaults to enabled which means that we always have to override it in pf.conf with disabled to get registration to work in VLAN mode.

trapping.testing exists because of the intrusive nature of ARP isolation and since we don't focus on ARP pretty much lately it's just a burden that we always have to set trapping.testing = disabled AND we have to set each switch from mode=testing to mode=production.

Fix:
migrate trapping.testing into arp.testing which would be enabled by default for arp and do nothing for vlan since vlan's testing mode is already controlled by switches.conf.
