0001513: pfappserver init script doesn't report failures to start

Description

Not in it's output (bad for sysadmins) but also it's exit code (bad for cluster management).

# /etc/init.d/pfappserver start
Starting pfappserver...
[root@defiant pf]# echo $?
0
[root@defiant pf]# ps -ef | grep pfappser
root     24798 23197  0 09:36 pts/3    00:00:00 grep pfappser
